Child and Family Services Workforce Capability Framework
Prepared by the Centre in collaboration with the Department of Health and Human Services.
To support the child and family services sector in meeting the demands of a dynamic and complex environment and the needs of families experiencing vulnerability, the Centre worked in partnership with the Department of Health and Human Services (DHHS) to develop a workforce capability framework. This framework complements the capability frameworks developed by the Community Housing Industry Association Victoria (CHIA) and the Council to Homeless Persons (CHP) for their respective sectors.
Child and Family Services Industry Plan
After extensive consultation with the child and family services sector, the Centre proudly launched its four-year Industry Plan in 2018.
The plan is intended to guide the sector’s transition from a service system focused on crisis response to one characterised by early intervention, evidence-informed practice and a more seamless response to meeting the needs of children, young people and families who are disadvantaged or experiencing vulnerability.
The plan outlines how, as a sector, we can continue to provide all children in Victoria with the best possible start in life, support our young people to remain engaged in learning and connected to family and community, and provide our families with the necessary supports and services to create safe and nurturing home environments where all family members can develop and thrive.
Nationally accredited training programs
As a registered training organisation (RTO), the Centre delivers nationally accredited training programs tailored to the needs of our members and sector organisations.
Custom training solutions
The Centre delivers custom training solutions to meet your organisation’s training needs. We offer in-house training through various delivery modes in locations across Victoria and Tasmania, from our training facilities in Melbourne’s CBD or online.
Calendar training
The Centre delivers a range of training and professional development programs through monthly calendar training to strengthen the sector’s capacity to provide services that best suit the needs of vulnerable families and children.
Shared Lives Training

Shared Lives is the training package for foster care agencies and practitioners to learn and deliver the package to train prospective foster carers. The program offers tools and a clear framework for training foster care applicants, assessing their suitability, and guiding informed decisions.
